Dechen Tshering was born in 1982 in Bhutan.

She graduated with a Bachelors Degree in Civil Engineering from the College of Science and Technology in Bhutan in 2005. She was working in the Division for Conservation for Heritage Sites under the Department of Culture, Ministry of Home and Cultural Affairs in Bhutan since 2006.

She enrolled in the SAHC Masters Course during the academic year 2008/2009. After she completed this course, she joined back in the same office since the Division is the central agency in the country looking after the conservation and promotion of heritage sites in the country.

Since 2009, she has been working majorly on masonry and timber structures focused on disaster management of cultural heritage.
